Looking at it from the end user...

Has anyone seen a usage report that shows what the end user of the 50% allotment that goes either to tribal or non tribal is. What would the tribes do with 50% if the non tribal self legislated to prohibit becoming a end user of any of the tribes share. For the Boldt decision to be fair it needs to be inclusive. Any and All non tribal persons or groups should be legally prohibited from all end use. Non tribal should assure that non tribal legislates themselves. Respect the tribes sovereignty as decided by Boldt.
